Abstract

Effective resource management is essential for optimizing teacher performance and enhancing educational outcomes in secondary schools. This study examines the impact of financial resource allocation, human resource policies, school infrastructure, administrative governance, and technology integration on teachers’ job performance. A systematic literature review was conducted, drawing insights from peer-reviewed studies, government reports, and institutional publications. Findings reveal that transparent financial management and participatory budgeting significantly improve teacher motivation and retention, whereas financial mismanagement contributes to resource shortages and high turnover rates. Additionally, structured human resource policies, leadership support, and workload balancing enhance teacher satisfaction and instructional effectiveness. Schools with well-maintained infrastructure and modern teaching resources report higher teacher engagement, while poor facilities hinder instructional efficiency. The study also highlights the importance of decentralized school management, participatory governance, and AI-driven financial monitoring systems in optimizing resource allocation and ensuring financial accountability. Furthermore, technology integration in school administration and teaching methodologies improves operational efficiency, reduces administrative burdens, and enhances teacher-student engagement. The study underscores the need for sustainable funding models, equitable resource distribution, digital transformation, and professional development initiatives to create resilient and high-performing education systems. Policy recommendations include investments in financial transparency, teacher incentives, infrastructure modernization, and leadership development programs to enhance school effectiveness. Future research should explore longitudinal studies on AI-driven education management and comparative analyses of resource utilization in urban and rural schools. This study contributes to the existing knowledge by offering a comprehensive framework for resource optimization in secondary education.
